Product Management
Product Management is the discipline responsible for maximizing the value of a product throughout its lifecycle—from identifying a customer/business problem to defining, delivering, measuring, and continuously improving the product.
Product Management = deciding what to build, why to build it, for whom, and what outcome it must achieve.
In Enterprise Architecture (EA), the Product Manager (PM) is primarily the business/product driver. The PM should not own the architecture, but should provide the business context, priorities, and product direction that EA uses to shape technology decisions.
the EA own the overall enterprise level for the direction, business process, capabilities, so it consults the PM.
Product Manager (PM) and Enterprise Architect (EA) both connect business strategy with technology, but from different perspectives. The PM focuses on product value and customer outcomes—defining the product vision, understanding customer needs, prioritizing capabilities, managing the roadmap, and measuring business impact. The EA focuses on enterprise alignment and technology sustainability—defining business capabilities, architecture principles, target architecture, standards, integration, security, scalability, and technology direction.
The key difference is what they optimize: the Product Manager optimizes the product and customer value, asking “What should we build, why, and what outcome will it deliver?”; the Enterprise Architect optimizes the enterprise ecosystem, asking “How should our business and technology landscape evolve to support the strategy?” They work closely together: PM defines the value and priorities, while EA ensures those priorities fit and evolve within a sustainable enterprise architecture.
Product Manager (PM) and Product Owner (PO) both focus on maximizing product value, but operate at different levels. The PM owns the product vision, strategy, roadmap, customer needs, market/business outcomes, and overall prioritization, ensuring the product delivers measurable value. The PO focuses on translating that strategy into an actionable team backlog, defining and prioritizing user stories, clarifying requirements, and ensuring the team delivers the expected functionality.
The key difference is strategic vs. delivery focus: the Product Manager asks “What should we build, why, and what value will it create?”, while the Product Owner asks “What should the team build next, and how do we know it is done correctly?” In simple terms, PM owns the product direction; PO owns the product backlog and team-level execution.
The product management team take the responsibility for moving the business architecture vision to real products, which includes the following practices:
Customer Discovery: Understand customer problems rather than immediately collecting requirements. Analyze customer journeys, pain points, data, complaints, analytics, and stakeholder needs.

Product Vision & Strategy: Define why the product exists, target users, business outcomes, strategic alignment, and measurable objectives. The Product Manager converts government/business strategy into a product vision and measurable outcomes.
Road mapping & Prioritization:
Convert problems into product capabilities, features and journeys, then prioritize them based on value, customer impact, regulatory need, risk and effort.
Translate the product definition into UX, business rules, APIs, architecture and implementation. Product Management remains responsible for product value and acceptance, while engineering owns technical implementation.

Backlog Management:
Decide what will be delivered, when, and why. Establish releases, dependencies, milestones, capacity and measurable outcomes.

Design & Delivery
Translate the product definition into UX, business rules, APIs, architecture and implementation. Product Management remains responsible for product value and acceptance, while engineering owns technical implementation.

Go-to-Market Planning:
Release the capability to customers, monitor adoption, communicate the change, and ensure operational readiness. Launch is more than deployment—it includes business, support, security, monitoring and customer adoption.
Example: Launch digital licence renewal through RTA App / Website, supported by notifications and digital-wallet availability. RTA explicitly promotes online licensing with proactive notifications and UAE Pass integration.
Data-Driven Decision Making:
Measure whether the product actually achieved its intended outcome. Use customer and operational data to continuously improve, expand, simplify or retire capabilities.
Tools: Product KPIs, OKRs, Power BI, Dynatrace, Customer Feedback, A/B Testing
Example: Measure completion time, digital adoption, abandonment, failed transactions, number of visits, customer satisfaction and cost per transaction. RTA reports, for example, a 72% reduction in average service completion time for its Licence+ bundle
